No, it's Window Cleaning Man!
Three of them in fact. They start on the 30th floor and they work down.
Here they are about half way down, on a wooden seat, a couple of ropes and some Buddhist blessing, I don't doubt.
We live on the 25th floor and I don't have any vertigo but I couldn't do this.

My step father in law is also afraid of heights. My MiL didn't tell him we lived up high. He did nearly have a heart attack when he saw which button was pushed in the lift!

At last they have hard hats on, in Mexico they only wore them if it was raining!
I couldn't even look up at them, it would make me feel too dizzy.

M&T, I'm afraid they aren't hard hats, they are soft hats... to keep the sun out of their eyes, I suspect.
